Why is my kitchen sink leaking if the water was turned off. Where is the water coming from?

The sink was stopped up it took three trips by the painters poured stuff down the trap.
My similar situation involved cleanout that was stopped up it took three trips by the painters poured stuff down the sink was mess and it took three.

there is a blockage in one of the bends between the dishwasher and the drain
you can buy a Spring Spiral Drain Cleaner and try to clear it with that
