What should i be careful of when installing a small water heater under my kitchen sink?

My hot water heater is in the attic and it takes several inutes for hot water to reach the kitchen faucett. I want to install a small electric hot water heater under the kitchen sink to reheat the water. Do i need to run a drain pipe outside for the pop off or just put a large pan under the heater?

      The water will run until you shut it off this could cause extensive damage think most all local code require drains on tpr valve releases as it off this could cause extensive damage think most all.
