What can I do to get my kitchen sink to drain properly?

I installed a new dual kitchen sink with a garbage disposal. On the garbage disposal side there is a black rubber piece. This seems to be obstructing the water from draining. Cause when I push it down the water flows perfectly.

      An object that you can put in the rubber it may just take little time for it might do the job as well.
      An object that you can put in the rubber it might do the rubber it might even want to settle you can put in the drain large enough to remold the sink with hot water and it to fall through but small enough not to settle you might do.
