There is kind of a sewer smell coming from under my kitchen sink. Any ideas?

In addition to the normal drain line from my kitchen sink, there is another pipe that might be connected to the vent system. This pipe terminates in a special cap that seems to be spring loaded. Why does the venting system have an outlet under the sink?
