why would my upstairs sinks not have hot water?

I just bought a brand spanking new house and the upstairs sinks don’t have hot water, the shower and tubs have plenty though. the sinks have two knob faucets and the house is plumbed with pex type plastic pipes.
all the valves are on, no floodsafe. if I let the water run for 5-7 min it starts to warm up a little…. its a bit of a quagmire.

How can I tell if my sewer is backing up my pipes? My sinks are always clogged and there is dirt-like ?

How can I avoid old milk clogging up the sinks piping?

When I pour milk that’s been left out for a day down the pipes (renting and the sinks drainage pipe is plastic,) the pipes tend to leak or break.

Dish wash liquid seems to make the milk coagulate.

Is it okay for water to go down the toilet and sinks if the water meter is being changed?
