What’s the best way to get rid of gaps at the corners of metal sinks in the kitchen?

We removed our old kitchen sink and replaced it with a stainless steel one. But, even when we use all 12 brackets, the new sink is still elevated in one corner. We cannot get it to lay flat! Is there another way to push the counter and sink together? If not, what’s the best material to fill the gap so water doesn’t get in there (silicone caulking, plumber’s putty, something else)?
